Once you draw a rectangle, you will have to change the properties of the text box to change the color of the frame (and potentially change the fill color to transparent).

Thanks to others here, I was able to find the drawing tools in my new Acrobat XI (Pro). However, whenever I draw a rectangle, I also get the Comment pop-up. That is really annoying, especially since it then obscures some of the document, it cannot always be dismissed, etc. I just want to draw a rectangle. No comment attached to it.
