If you have met these conditions, but Nemesis does not appear, keeping leaving and re-entering or chatting. Maybe try the Creations again.

Here is the sad part though: It turns out that Nemesis drops MUCH more 3 slotted equipment than 4 slotted ones. This makes farming Nemesis MUCH less profitable than initially expected.
